1. Who these Terms apply to
These Terms of Service govern your access to and use of Qarar, including the website, client account, document vault, workflows, communications, and services made available through the platform. Qarar is operated by Hana Global Expansion FZCO, Trade Licence 57258, United Arab Emirates. References to “Qarar,” “we,” “us,” and “our” mean Hana Global Expansion FZCO and the Qarar platform.
By creating an account, uploading documents, submitting a request, paying for a service, or otherwise using Qarar, you confirm that you have read and accepted these Terms, together with our Privacy Policy, Data Use Statement, and Security Statement.
2. What Qarar does
Qarar helps clients set up, reside, invest, renew, and operate in the UAE from one client profile and one document vault. The platform may support company formation, residency and Golden Visa workflows, property purchase coordination, tax residency certificates, will-registration intake, licence renewal, banking preparation, insurance coordination, compliance workflows, document management, and related UAE setup services.
Qarar is a coordinator and operating layer. We help collect information, check document readiness, prepare service files, route work, coordinate handoffs, and show status. Final decisions remain with the relevant government authority, free zone, court, bank, insurer, property counterparty, licensed advisor, or regulated partner.
3. What Qarar does not do
Qarar is not a government authority, bank, insurer, tax firm, accounting firm, law firm, immigration authority, or court. Unless we expressly agree in writing, the platform does not provide legal advice, tax advice, investment advice, financial advice, insurance advice, or a guarantee of approval, timing, pricing, bank acceptance, visa issuance, property transaction completion, or authority outcome.
Information shown in Qarar is for coordination and workflow support. You should seek independent professional advice where legal, tax, financial, immigration, estate-planning, or regulated advice is required.
4. Eligibility and authority to act
You must be at least 18 years old and legally able to enter into these Terms. If you use Qarar for a company, family member, client, investor, shareholder, director, beneficial owner, or other person, you confirm that you have authority to provide their information, upload their documents, instruct Qarar, and accept these Terms on their behalf where applicable.
5. Your account and information
You are responsible for keeping your account details accurate, protecting your login credentials, and notifying us if you suspect unauthorized access. You agree to provide complete, current, and truthful information. Qarar may rely on the information and documents you provide when preparing workflows, coordinating partners, conducting checks, and submitting service files.
If information is incomplete, inaccurate, expired, inconsistent, or cannot be verified, Qarar may pause, reject, close, or ask you to correct the relevant workflow.
6. Documents and the vault
The document vault lets you upload, store, review, and reuse documents across Qarar workflows. You retain ownership of the documents you upload, but you grant Qarar permission to host, process, classify, extract, review, share, and use those documents as needed to provide the requested services, operate the platform, comply with law, and maintain audit records.
You must not upload documents that are false, altered, unlawful, unauthorized, malicious, or unrelated to the requested service. Qarar may remove, restrict, or refuse documents that create legal, security, compliance, or operational risk.
7. Partners, authorities, and third parties
Some services require external parties, including government authorities, free zones, banks, insurers, property brokers, developers, trustees, notaries, courts, registered agents, compliance providers, and professional advisors. Qarar may share relevant information and documents with those parties when needed for your service.
Third parties may have their own fees, timelines, checks, policies, and terms. Qarar is not responsible for decisions, delays, outages, fees, refusals, conditions, or actions of authorities or third parties outside our control.
8. Property-related services
Where property brokerage or regulated real-estate activity is required, Qarar coordinates through a licensed structure and relevant regulated partners. Property information may be supplied by owners, developers, brokers, portals, or third parties. Availability, pricing, yields, completion dates, service charges, title information, financing, and eligibility for residency routes can change and must be verified before any transaction.
9. Compliance checks
Qarar may conduct identity, document, sanctions, politically exposed person, adverse media, anti-money-laundering, source-of-funds, beneficial-ownership, and fraud-prevention checks. You agree to provide information reasonably requested for these checks. We may refuse, suspend, or terminate a service if we identify unacceptable compliance risk or if required by law, partner policy, or authority request.
10. Fees, payments, and refunds
Service fees, government fees, partner fees, disbursements, deposits, taxes, and payment schedules may vary by service. We will show or confirm applicable fees before charging you where practicable. Some fees are payable to third parties and may be non-refundable once work has started, documents have been reviewed, a file has been submitted, an appointment has been booked, or a third-party fee has been incurred.
Unless a separate written agreement says otherwise, Qarar may deduct payment-processing costs, government fees, partner fees, and work already performed from any refund. Failure to pay may pause or cancel the relevant workflow.
11. Acceptable use
You must not misuse Qarar, attempt unauthorized access, interfere with the platform, upload malicious files, impersonate another person, submit false or misleading information, infringe third-party rights, violate law, or use Qarar for fraud, sanctions evasion, money laundering, unlawful transactions, or abusive activity.
12. AI-assisted features
Qarar may use automated and AI-assisted tools to classify documents, extract fields, identify missing information, summarize service status, route workflows, and support client communications. These tools are designed to assist coordination and do not replace human review, professional advice, or authority decisions.
13. Intellectual property
Qarar, the platform, workflows, interface, templates, software, content, branding, and underlying technology are owned by Qarar or its licensors. You may use the platform only for your own legitimate service needs. You may not copy, reverse engineer, scrape, resell, reproduce, or create derivative works from Qarar without our written permission.
14. Confidentiality and communications
We treat client files and documents as confidential, subject to these Terms, our privacy documents, legal obligations, and required service sharing. You agree that Qarar may contact you by email, phone, WhatsApp, in-app messages, or other channels you provide for service updates, missing documents, payment requests, compliance questions, and operational notices.
15. Disclaimers
Qarar is provided on an “as is” and “as available” basis. We aim to keep information accurate and workflows reliable, but we do not warrant that the platform will be uninterrupted, error-free, secure against every risk, or that any service will achieve a particular outcome. Authority rules, fees, document requirements, and partner policies may change without notice.
16. Limitation of liability
To the maximum extent permitted by law, Qarar is not liable for indirect, incidental, special, consequential, punitive, or lost-profit damages, or for losses caused by inaccurate client information, third-party decisions, authority delays, bank refusals, property-counterparty actions, force majeure, or events outside our reasonable control. Where liability cannot be excluded, our aggregate liability is limited to the fees you paid to Qarar for the affected service, excluding government fees, partner fees, and third-party costs.
17. Suspension and termination
We may suspend or terminate access to Qarar or any workflow if you breach these Terms, fail to pay, provide inaccurate information, create security or compliance risk, misuse the platform, or if required by law, authority request, or partner policy. You may stop using Qarar at any time, but obligations already incurred, fees due, compliance records, and provisions intended to survive termination will continue.
18. Changes
We may update these Terms or modify the platform as Qarar evolves, new workflows are added, legal requirements change, or operational needs arise. The updated version will be posted on this page with a new date. Continued use after an update means you accept the updated Terms.
19. Governing law and disputes
These Terms are governed by the laws of the United Arab Emirates, as applicable in the Emirate of Dubai, unless a mandatory law requires otherwise. The courts of Dubai, United Arab Emirates will have jurisdiction over disputes arising from these Terms, unless we agree another forum in writing or a mandatory law applies.
